The Asia Pacific faces challenges including income inequality, poverty, conflict, climate change, and food insecurity, requiring robust monitoring, evaluation, and learning (MEL) systems and capacity building to drive sustainable development and achieve the SDGs. Strengthening national M&E systems and fostering partnerships enhances transparency, evidence-based decision-making, and adaptive strategies. In response, the Asia Pacific Regional Evaluation Strategy (APRES), developed in 2020 by APEA and key partners, promotes evaluation for national and regional progress. The 5th APEA Conference will explore forces shaping evaluation institutionalization globally, align with the Japan Evaluation Society’s goals, and contribute to EvalVisionAsia 2025, empowering organizations with the skills and frameworks needed for sustainable impact.

Organizing Partners

Japan Evaluation Society (JES) was founded in September 2000 as a voluntary association of scholars, government officials, and practitioners for the purpose of fostering an “evaluation culture” in Japan. JES aims to contribute to the improvement in transparency and accountability of the public sector, as well as the enhancement of resource management in the private sector.

The Asia Pacific Evaluation Association (APEA) is a non-profit, non-partisan organization that aims to improve the theory, practice, and use of evaluation across the Asia-Pacific region. Our members are national and thematic voluntary evaluation associations, and we represent 40+ countries in the region.

Center for Evaluation (CEval), University of Saarland, Germany is a research, consulting and educational institution that is unique in Germany. Since 2002 they have been conducting evaluations in different fields of civil society and state action, advising public and private organisations on the development of monitoring systems and evaluation concepts, and providing academic and non-academic education and training programmes in the field of monitoring and evaluation (M&E).

4th APEA Conference

The 4th APEA Conference and EvalVisionAsia 2023, organized by the Asia Pacific Evaluation Association (APEA) and its partners, marked a significant milestone for the evaluation field in the Asia Pacific region. With the theme “Future of Evaluation: Leveraging Partnerships for Equitable Development in Asia Pacific,” the conference highlighted collaborative efforts among parliaments, VOPEs, young and emerging evaluators, academia, governments, and international organizations. Over 200 participants from across the globe engaged in workshops, keynote speeches, panels, and networking sessions. A key highlight was the Parliament Day at the Congress of the Philippines, where the Manila Declaration was signed to promote evaluation institutionalization. APEA extends heartfelt gratitude to all partners, sponsors, speakers, volunteers, and participants for their invaluable contributions to the event’s success.
